This article aims to discuss the formation of laws using the omnibus law method. In responding to the dynamics of the laws-making method, this paper argues on two issues. First, this paper argues that the formation of the Laws on the Formation of Laws and Regulations must be supra obedient to the principles of the formation of good laws and regulations. Second, based on the study of the principle of Intelligibility, this paper is in a position to legitimise the use of the omnibus laws method as long as the content material is thematic. This is to create Intelligibility in the Laws with the omnibus law method. This research is conducted using normative research method through conceptual approach, statutory approach, and case approach.
