Today, the formation of national laws has received a lot of attention from academics, not in a positive sense. The credibility of the legislature is still a problem in the formation of national law. The 2019 student demonstration is one of the indications that can be shown regarding the formation of national law. On the other hand, there is a legal entity under the ministry whose duties and functions are related to the formation of laws but has very little authority in practice, even though in fact it can play a role more than what it is currently doing. That organ is the National Law Development Agency. This research will examine two points, namely (1) Is it necessary to revitalize the function of the National Legal Development Agency in forming national law?; (2) What is the form of the revitalization of the function of the National Law Development Agency? The analysis used uses a qualitative analysis method that focuses more on the analysis of the dynamics of the relationship between observed phenomena with scientific logic. This study concludes that the revitalization of the National Legal Development Agency function needs to be carried out based on two things, namely the target quantity of laws and the vertical harmonization of laws that have not been optimal. The form of function revitalization is the involvement of the National Legal Development Agency in determining the National Legislation Program and the oversight function in the formation of laws and aaregulations.
