One means of government that is considered important is the policy agreement (beleidsovereenkomst). There are 3 (three) variants of the Policy Agreement, viz: cooperation under public law (publiekrechtelijke samenwerkingsoverenkomst), agreement regarding the use of authority based on public law (Publiekrechtelijke bevoegdhedenovereenkomst) and policy agreements based on private law (privaatrechtelijke beleidsovereenkomst). It is necessary to study the possibility of expanding the authority to try the Administrative Court against the policy agreement and its implementation when a third party (a person or civil legal entity) feels disadvantaged regarding the policy agreement or its implementation through factual actions, legal actions or the occurrence of acts against government law.
