The implementation of the general election system in Jayapura City Papua is considered not in line with the principles in general elections and violates the law. The method used is Type The research to be carried out is legal research, which is to find and find the principles and rules that govern status, what is to be put forward is the compatibility between legal rules and legal norms. The results of the study showed that: In the process of organizing the election, there was a lack of neutrality of adhok organizers, namely the district election committee and the voting committee (PPS) to election participants. (2) There is a delay in the organizer in distributing logistics to polling stations which results in the non-voting of ballots in accordance with the schedule set by the organizer. data, campaigning, printing, and distribution of ballots, as well as the stages of voting, counting, and recapitulation of votes.
