The 1998 reforms had an impact on the multi-party presidential system in Indonesia. This is not only in changing the law with amendments to the Constitution 1945, but also the characteristics of the party coalition. The emergence of this coalition was because of an open proportional electoral system and loose ideology of voters and parties politics. So that causes in every implementation of the election during the beginning of reform, namely in 1999 until finally in 2019 there was none no discovery of the party carrying the elected president who controls the majority in parliament. The impact is that the elected president must form a coalition with many parties in parliament to gain support for their policies. the coalition loaded with these interests in addition to being able to stabilize and expand policies and government work, but often coalitions are also used for equal distribution of positions and authority between political parties in the coalition. The purpose of this paper is to determine the characteristics of system coalition’s presidential system in Indonesia and provide solutions for the future of the presidential system strong without having to form a coalition with many political parties. The results of this study will analyze the characteristics of coalitions in the presidential system in Indonesia which tends to use interest coalitions which should implement ideological coalitions, so this paper will offer permanent coalition rules for simplifying political parties so that democracy in Indonesia is more ideal in implementing its presidential system.
