A welfare state is a state that focuses on the welfare of its citizens. With this concept, it is hoped that the government will provide welfare based on Pancasila and the 1945 Constitution for the Indonesian state through digital democracy which is currently developing rapidly, almost in all aspects of life related to digitalization. In this study, the author is interested in exploring further how digital democracy is increasingly developing in Indonesia, which in this case has a lot of influence on the realization of the Indonesian welfare state in the era of media convergence? The purpose of this study is to determine the relationship between digital democracy and Indonesia’s welfare state. This research is a research with a literature study approach. The conclusion of this study is that digital democracy with active participation from the public which includes public participation in public service planning, participation in the public service planning process, relationship with supervision, and participation in evaluation of service delivery. Thus, it will support the realization of a welfare state as expected by the Indonesian state, namely a prosperous state in accordance with Pancasila and the 1945 Constitution. So that if this can be achieved, Indonesia will become a complete country.
