As a legal state with people’s sovereignty, government administration is carried out by state organizations or institutions based on statutory regulations with certain authorities and functions. In the Indonesian constitutional system, one of the state institutions is the President as the holder of government power. To carry out government affairs, the President is assisted by the vice president, state ministries and regional government administrators. In the Indonesian constitutional system, the state institution that carries out government affairs is the President as the holder of government power. To carry out government affairs, the President is assisted by the vice president, state ministries and regional government administrators. Therefore, government affairs carried out by state ministries and regional governments should be in harmony, as should the institutions of both. However, in the Law on State Ministries and the Law on Regional Government, there are variations or differences in government affairs in terms of number, type and classification formula. The Law on State Ministries determines 56 types of government affairs, while the Law determines 51 types of government affairs that must be carried out by state ministries and regional governments. These differences in government affairs need to be reorganized so they are in sync. Because in reality, these two institutions are part of a unified government function, so their relationship and synergy must be strong. This arrangement of government affairs is the basis for institutional arrangements to make them simpler and more efficient. One formula that can be taken to simplify the institution is by aggregating or merging several affairs with certain criteria in just 1 (one) institutional forum. Apart from that, efficiency can also be achieved by eliminating the positions of special staff for Ministers and special staff for regional heads who are indeed does not have a strong legal basis. As well as reducing the position of deputy minister whose duties have actually been accommodated in other positions in the organizational structure of state ministries. Structuring government and institutional affairs can strengthen relations and synergy between state ministries and regional governments.
