People’s sovereignty is implemented in the form of elections, and citizens who are the owners of this sovereignty in the implementation of elections must be protected so that they can exercise their right to vote/ political rights. Ahead of the implementation of the General Election, the problem of the Fixed Voters List (DPT) is a public concern, especially for election participants, the accuracy of the data collected in the DPT and the guarantee of citizens’ voting rights in elections, high participation of citizens in elections will provide strong legitimacy for government as a result of elections. Having an accurate DPT and guaranteeing the right to vote will be a manifestation of the rights protected by the Constitution. The research method used is in the form of normative legal research, the results of this research are in the form of the legitimacyof the government as election results become something important and reduce the number of abstentions in each election, and there are laws and regulations that regulate citizens’ right to vote in elections from the level of the Constitution. In 1945, laws and implementing regulations such as KPU regulations and Bawaslu regulations. As well as regulations originating from court decisions such as the Mahkamah Konstitusi decision. The right to vote has not yet been given to members of the TNI and Polri and there are restrictions on the right to vote because of the results of a court decision.
